Mr. Maldonado leads the firms practice group focused on  the representation of telecommunications and new technology clients and  Corporate and Commercial Transactions. His prior litigation experience  includes cases and controversies at the state and federal trial level  regarding the breach of carrier contract, carrier billing disputes, patent  infringement, prosecution of trade secret disclosure, prosecution of civil  fraud and theft, defense and prosecution of non-competition/non-disclosure  claims, civil forfeiture and enforcement action defense, breach of contracts  over satellite services, defense of civil RICO, criminal defense and  governmental tort liability. His appellate practice is limited State and  Federal claims regarding administrative appeals, governmental tort liability  and constitutional claims.

Mr. Maldonado’s transactional practice  includes business planning, business negotiations, new technology business  planning, Foreign PTT Negotiations, International representation, corporate  structuring, corporate acquisitions, administrative action defense and  petitions before the federal and state agencies, Stored Value regulatory  compliance and business planning, and Money Service Business planning and  structuring.

In 2004, Mr. Maldonado consulted and participated in the  drafting and passage of the Illinois Phone Card Fraud Act, a law aimed at curbing consumer fraud by unstable and uncertified providers. Mr. Maldonado  regularly advocates on issues concerning regulatory affairs of common carriers  (TDM and VoIP) before the FCC and State Public Utility Commissions. Mr.  Maldonado currently writes The Prepaid Press' Legal-Line, addressing legal  issues related to the prepaid calling service industry; and is a frequent  contributor to several trade magazines in the Telecommunications industry in  both English and Spanish.
